  1. Open Standards.  Alignment and harmonization of relevant technical standards 
  2. Shared Utilities.  Support for a shared utility registry of trusted issuers of identity, ontologies, and verifiable credential
  3. Collaboration.  Connecting a collaborative research network of reference implementations to share recommended practices
